BlizzCon 2015: Level-Up Experience in Legion

Ion Hazzikostas presented about the level-up experience in World of Warcraft: Legion during the content panel during BlizzCon. The biggest topics include scaling level-up zones, scaling quest rewards, and keeping some max-level content throughout these same zones.

First, the team wanted to go a different route with the level-up experience in Legion. In the past, they’ve done things like set up questing based on your faction, like in Warlords, or splitting up factions in the same zone like in Jade Forest in Mists of Pandaria. For Legion, they decided to take advantage of the scaling tech they’ve developed for Timewalking Dungeons and other features to give players more freedom in choosing their adventures.

Of the five launch zones, four are designated as level-up zones. These four zones will scale in difficulty up to your character’s level, not scale you down like in Timewalking Dungeons. Their rewards will scale, too. The idea behind this is letting friends more easily play with each other regardless of level–and letting you experience Legion in the order you choose. Each of the scaling zones will also feature monsters, as well as areas (Ion specifically mentioned a “demon base” as an idea), that are designed only for max-level players. These challenges will require you to come back later to take them down, giving replay value to the zones. And, as mentioned in the above linked interview, there will be other questing things to do in these zones at max-level, like World Quests.
